Virginia Extension -Help and Information for Private Well Owners


I spoke with Erin James Ling who is the coordinator of both the Virginia Household Water Quality Program, VAHWQP, and the Virginia Master Well Owners Network, VAMWON, as part of her job in the Biological Systems Engineering department at Virginia Tech. Erin works under Dr. Brian Benham, who re-launched the Virginia Household Water Quality Program in 2007 with a National Institute for Food and Agriculture, NIFA, grant. The VAHWQP uses the grant to sponsor and subsidize drinking water clinics held throughout the state where homeowners can get their well water analyzed for 14 chemical and bacteriological contaminants and cost only $49 (there are locations where the cost of the analysis is fully underwritten by the county extension office). The program consists of two meetings- one to get instructions and test kits, and the other a month later to get results and provide interpretation and recommendations. Samples are dropped off at the Virginia Cooperative Extension Office sponsoring the program and driven to Virginia Tech for analysis. The NIFA grant and trained extension volunteers have allowed Virginia to hold and subsidize the cost of the analysis for the water clinics in a dozen or more counties each year. 

Erin joined the program in 2008 as the coordinator of the programs (which is about half her job) and with additional funding for 2013 will be able to devote more of her time to developing and expanding the programs. The focus has been primarily on training extension agents and running the water clinics, but Erin want to move the program beyond that in the future. Since its inception in 1989 drinking water clinics have been conducted in 87 counties across the state analyzing 16,000 water samples. Since the re-launch of the program in 2008 3,000 household samples have been analyzed and results confidentially returned to participants. The program retains the analytical data on a county by county basis, but all identifying information like address or well owner are not kept with the data. The county water analysis data and questionnaire information is only accumulated to develop a statistical database on groundwater and household water quality by county and may someday be one of the more detailed private water supply quality databases in the nation- a database that can be mined for patterns in water quality, geology and well systems. In addition, the demographic information could help to develop better messaging to reach more well owners more effectively.

The Virginia Cooperative Extension was set up to meet the needs of rural landowners and brings the university knowledge and reliable information resources to rural people through the extension agents. As the rural population has changed, the services offered by the extension programs have evolved beyond the farm agents (like Kimbel, Hank Kimbel of Green Acres) to master gardeners, and protection of groundwater and health of Virginia private well owners. Erin with a master’s degree in Environmental Pollution Control and a second master’s degree in Rural Sociology is uniquely qualified to develop programs to build awareness of the risks and responsibilities of private water well ownership and develop programs to communicate technical information to the public.  The Household Water Quality Program and VAMWON program provide information, education, and tools that you can use to improve the quality of your life, help you determine if you need a water treatment system and if needed what system is right for you. The VAMWON consists of Extension agentsand screened volunteers trained in the proper design, management, andmaintenance of private water supply systems (springs, wells, and cisterns).VAMWON trained extension agents organize and conduct the county-based drinking water clinics and serve as a local resource for clientele with household water quality concerns. The programs Erin coordinates are linking rural health with water quality information. She plans to expand the VAMWON program to increase capacity and reach and include septic systems. Maintaining septic systems and Alternative on-site sewage systems is really important to health. Household wastewater is loaded with disease-causing bacteria and viruses, as well as high levels of nitrogen and phosphorus. If a septic system is well-maintained and working properly, it will remove most of these pollutants. Insufficiently treated sewage from septic systems can cause groundwater contamination that can result in contamination of private water wells which can spread disease and impact household health. Understanding and maintaining your septic system and well and regularly testing your well water quality are the best way to protect the quality of your drinking water and the health of your family.

How to Test Your Well's Water

In Virginia 34% of the population is estimated to obtain their drinking water from private groundwater wells, more than twice the national average. If you have your own well, then the responsibility for ensuring that your family and friends are drinking safe water rests with you. Just because your water appears clear doesn’t necessarily mean it is safe to drink. You cannot taste bacterial contamination from human and animal waste, nor nitrate/ nitrite contamination. Many chemical contaminants cannot be tasted or smelled at levels that can impact your health. Since bacterial contamination cannot be detected by taste, smell, or sight, all drinking water wells should be tested at least annually for Coliform bacteria and E Coli. Testing is the only way to detect contamination in your water. Testing is not mandatory, but should be done to ensure your family’s safety.

The quality of your water will be determined of the source of the groundwater, the ability of your local geology to protect or impact your aquifer and the absence or presence of a potential local source of contamination. First of all let me say that according to the US EPA actual events of groundwater contamination have historically been rare and typically do not occur at levels likely to pose significant health concerns. This fact is the basis of the EPA and state health departments’ acceptance of private and unmonitored use of groundwater for drinking water purposes for a significant portion of the United States. However, as population density increases and we use more and more chemicals, pesticides and drugs, there are more opportunities to contaminate our groundwater. Because I am a retired environmental engineer I tend to focus on threats to the groundwater and worry about my groundwater quality more than most.

The most common sources of pollution to groundwater supplies come from two categories; naturally occurring ones and those caused by human activities. Naturally occurring contamination are produced from the underlying soil and rock geology. Microorganisms in the soil can travel into groundwater supplies through cracks, fissures, and other pathways. Nitrates and nitrites from the nitrogen compounds in the soil can also enter the groundwater. From the underlying rocks radionuclides and heavy metals can enter the groundwater. There are areas with natural occurring arsenic, cadmium, chromium, lead, selenium and fluoride. While many natural contaminants such as iron, sulfate, and manganese are not considered serious health hazards, they can give drinking water an unpleasant taste, odor, or color.

Human activities can also introduce contaminants into the groundwater. Bacteria and nitrates can be caused by human and animal waste. Improperly constructed and sealed wells can allow surface contamination to enter the well. Improperly maintained septic systems containing human waste and any chemical you flush down the drain, horses, and backyard poultry can contaminate the groundwater. Leaks from underground storage tanks, surface disposal of solvents, motor oil, paint, paint thinner, or nearby or historic landfills or industrial operations can contaminate groundwater. A confining geological layer can protect groundwater from surface contaminants more effectively than a fractured rock system, and there is very limited natural protection in karst terrain. So in Virginia, where there are rich supplies of groundwater our aquifers can be very susceptible to contamination.

If you have a perceived water problem with taste or quality, have your water analyzed. Though it is cost prohibitive to test for every potential contaminant, a broad baseline analysis should be performed occasionally (every few years). The cheapest way to do this is a commercial product aimed at the private homeowner. One product I have used is the WaterCheck with Pesticides. This product covers 15 heavy metals, 5 inorganic chemicals, 5 physical factors (like hardness and pH), 4 trihalo methanes, 43 volatile organic chemicals (solvents), and 20 pesticides, herbicides and PCB’s. The product is sold by an EPA certified laboratory that is also certified in Virginia, National Testing Labs. The Minimum Detection Levels, which are the lowest levels at which the laboratory detects that contaminant are below the levels established by the Safe Drinking Water Act so this relatively affordable ($217 including shipping and handling) test will serve as a broad screen of drinking water. Though I know it is tempting to skip the full analysis, don’t. Analysis is the only way to fully know your groundwater aquifer. Once you know the characteristic of your water, they are unlikely to change quickly and you can monitory the safety of your water with the far more affordable home testing kits. Having a good analysis allows you to choose the proper treatment system or plan of treatment.

In the March 2012 Good Housekeeping magazine they had an extensive article on water. One of the things they did was to evaluate home water testing kits. To test the home contaminant-detection kits, the Good Housekeeping Research Institute worked with the Water Sciences Laboratory at the University of Nebraska at Lincoln. Lab researchers spiked water samples with measured concentrations of contaminants the kits claimed to be able to detect, including two herbicides, nitrate, copper, lead, and bacteria. Then after following the kit's instructions, evaluated its performance at detecting the known contaminants. They found the PurTest kit to be the most accurate and easiest to use, but the second ranked First Alert test kit was also good and significantly cheaper.

PurTest Home Water Analysis, Model P33, $40: With an overall detection accuracy of 10 of 12, it measured iron and alkalinity too high. It was also the easiest kit to use. The kit tested water for: atrazine, simazine, nitrate, nitrite, total chlorine, pH, total alkalinity, hardness, e-coli, lead, copper, iron, but inaccurately measured both iron and total alkalinity. The kit was found to be very easy to use and had duplicate test strips for everything but the bacteria tests.

, $17: With an overall detection accuracy of 8 of 9, it missed total chlorine. The kit claims to test for: atrazine, simazine, nitrate, nitrite, total chlorine, pH, hardness, lead, e-coli. This kit missed identifying chlorine. No duplicate strips were provided for most of the tests.

These test kits allow the home owner to inexpensively test their own water on a regular basis to make sure that they meet the most basic potability standards and monitor for any changes in water quality. Emergency Disinfection of Your Well After the Hurricane

In an area of extensive flooding where infiltration of septic waste and chemicals can render groundwater unsafe to drink for days or even months depending on the extent of contamination and flow rate of groundwater. Essentially, the water will have to clear itself through natural attenuation (filtering by the soil and the contamination moving thorough the system). Your well may not be a safe source of water for many months after the flood, but in all likelihood it will recover. The well can become contaminated long after a storm when significant spill from up gradient can seep into the groundwater, flow down gradient and reach a well head. Waste water from malfunctioning septic tanks or chemicals seeping into the ground can contaminate the ground water even after the water was tested and found to be safe. If there was significant flooding, it is advised to respond to the immediate problem and then test the water periodically to verify the safety of drinking water.

The most likely occurrence if you were not dead on in the path of the hurricane and submerged underwater near a trucking depot, gas station or other industrial or commercial source of chemicals is that torrential rains have infiltrated your well and you have “dirty or brownish” water from surface infiltration. This is especially true if you have a well pit. Historically, it was common practice to construct a large diameter pit around a small diameter well. The pit was intended to provide convenient access to underground water line connections below the frost line. Unfortunately, wells pits tend to be unsanitary because they literally invite drainage into the well creating a contamination hazard to the water well system. Not having a sanitary cap on a well head is another likely source of surface infiltration.

Run your hoses (away from your septic system and down slope from your well) to clear the well. Run it for an hour or so and see if it runs clear. If not let it rest for 8-12 hours and run the hoses again. Several cycles should clear the well. What we are doing is pumping out any infiltration in the well area and letting the groundwater carry any contamination away from your well. In all likelihood the well will clear of obvious discoloration. Then disinfect your well. This is an emergency procedure that will kill any bacteria for 7 to 10 days. After 7 to 10 days you need to test your well for bacteria to make sure that it is safe. Testing the well for bacteria would determine if the water were safe to drink. A bacteria test checks for the presence of total coliform bacteria and fecal coliform bacteria. These bacteria are not normally present in deeper groundwater sources. They are associated with warm-blooded animals, so they are normally found in surface water and in shallow groundwater (less than 20-40 feet deep). Most bacteria (with the exception of fecal and e-coli) are not harmful to humans, but are used as indicators of the safety of the water.

Determine what type of well you have and how to pour the bleach into the well. Some wells have a sanitary seal which must be unbolted. Some well caps have an air vent or a plug that can be removed. On bored or dug well, the entire cover can simply be lifted off to provide a space for pouring the bleach into the well. Take one gallon of non-scented household liquid bleach and carefully pour about half the bottle down into the well casing using a funnel if necessary. For a typical 6 inch diameter well you need 2 cups of regular laundry bleach for each 100 foot of well depth to achieve about 200 parts per million chlorine concentration. Wear rubber gloves, old clothes and protective glasses to protect you from the inevitable splashes, and don't forget a bucket of bleach mixed with water to wash the well cap. After the bleach has been added, run water from an outside hose into the well casing until you smell chlorine coming from the hose (depending on the depth of your well and the recharge rate, this can take more than an hour) This step is important to mix the chlorine in the well. Then turn off the outside hose. Now go into the house and one bathroom and sink at a time, turn on all cold water faucets, until the chlorine odor is detected in each faucet, then shut it off and move on to the next sink, or bathroom (if you have an automatic ice maker turn it off and dump the ice. If you have a water treatment system, switch it to bypass before turning on the indoor faucets. Once the inside system has been done, go back to the outside spigots and run the hoses until you smell chlorine coming out. Warning if you have iron bacteria in your well, your water may turn completely rust colored. Do not panic it will flush out of the system, but do not use the hot water until the water runs clear or you will have to drain the hot water tank to prevent staining.

Wait 8 to 24 hours before turning the faucets back on. You may want to run the hoses until the water runs clear. It is important not to drink, cook, bath or wash with this water during the time period it contains high amounts of chlorine whose by products are a carcinogen. After at least 8 hours, run the water into a safe area where it will not kill your lawn, your trees or plants pollute lakes, streams or septic tanks. Run the water until there is no longer a chlorine odor. Turn the water off. The system should now be disinfected, and you can now use the water for 7 to 10 days when the effects of the disinfection wear off.

Unlike public water systems, private systems are entirely unregulated; consequently, the well testing, and treatment are the voluntary responsibility of the homeowner. Water became Cloudy or Dirty Looking–VAMWON Notes from the Field

The Virginia Master Well Owner Network (VAMWON) is an organization of trained volunteers dedicated to promoting the proper construction, maintenance, and management of private water systems (wells, springs, and cisterns) in Virginia. The Cooperative Extension Services in Virginia manages the program and have numerous publications and fact sheets that can help homeowners make educated decisions about their drinking water. The volunteers can help homeowners interpret their test results and make educated decisions about what treatment might be appropriate and desirable or appropriate solutions to problems..

A private well owner located in the Manassas area of Prince William County contacted me through the Master Well Owner Network. I received the following request by e-mail “I am wondering if you can help me in regard to my well. I have concerns regarding the set up/layout of my current well and I would like to become a more educated and responsible well owner. Could you please let me know what assistance if any you may be able to provide.”

I received the e-mail while I was on vacation, but it sounded like a simple request for information and I assumed that I could just send a couple of basic articles to a new homeowner and have handled the inquiry promptly. People rarely contact the VAMWON out of the blue, there is usually a precipitating event. A home purchase, or a change in their water quality. So I called the homeowner to ask why he called. Turns out he had owned the home for several years and suddenly at the end of winter (when the snow melted) his water looked dirty. The homeowner had only tested his well when he purchased his home several years ago. The well test performed at purchase is typically a total coliform bacteria test. Passing is finding no bacteria present. So, either the well had been free of bacteria a few years back, or the seller had chlorine shocked his well ahead of the purchasers water test. Yes, it is easy hide a water problem if all that is being done is a test for total coliform bacteria.

I asked the homeowner, some basic questions to narrow down the problem. The home was an older home and the well was more than 20 years old. I asked him if he had a septic system and he told me no, he was on county sewer r the conversion reportedly happened when the school up the street was built. I confirmed that he was still on well water and that he knew the location of his well. I asked him to describe his well and what the homeowner described to me was a large pit made of cinderblocks or bricks with a well in the center and a metal hood on the well pipe.

In Virginia private wells were first regulated in 1990. The regulations were expanded by the Department of Health in 1993. Prior to that only public water supply wells and private wells constructed during the installation of a new or repaired septic system were regulated by the Department of Health. The vast majority of the private wells in Virginia were constructed before the regulations and there is no requirement that these older private wells comply with current regulations. If your home drinking water is supplied from a private well, you are responsible for ensuring that your water is safe to drink. Unlike public drinking water systems, no one is ensuring your well water is safe to dink but you. Groundwater, the source of well water is a dynamic system and subject to change, if your water tested fine in the past is no guarantee that is free from contaminants now. In addition, several water tests can provide clues to what is happening to your water system.

The old well at my parent’s house was built in an earthen pit with a lid. I used to hide in it when we played hide and seek. Historically, it was common practice to construct a large diameter pit around a small diameter well. The pit was intended to provide convenient access to underground water line connections below the frost line. Unfortunately, wells pits tend to be unsanitary because they literally invite drainage into the well creating a contamination hazard to the water well system. Not having a sanitary cap on a well head was the most obvious problem described to me by the homeowner and remedying that problem might eliminate the infiltration. A second step would be to eliminate the well pit by extending the casing above grade and installing a pitless unit. There are adaptor units available for this and this has been successfully done at many sites. This will only work if the well itself is sound and the water supply unimpaired. If the homeowner’s well cannot be adapted and a sanitary water supply obtained, then in his case it may not make economic sense to drill another well, but instead the better choice might be to connect to city water since the water main runs to the end of his street. Before making a decision the water should be tested to make sure that the only contaminants appear to be from infiltration.

The water should not be consumed until it is tested. In truth infiltration problems are typically happen after snow melts or in the heavy rains of spring and often clear up later in the season. The dirty cloudy appearance of the water might clear up on its own, but the well must be disinfected and at the minimum a sanitary seal well cap installed. After any problems, or work on a well-installing a cap or even an extension to bring the casing above grade, you need to ensure that the well is treated with chlorine to disinfect it, then wait two weeks and test the water again to make sure that the water supply is sanitary without the chlorine shock. Testing your water, chlorine shocking and retesting wells to make sure that your water supply is potable are your responsibilities and essential to your health and the health of your families especially infants.

When I called to follow up, a few weeks later I discovered that the water had “cleared up” and the homeowners were too busy with their new baby to deal with that problem. I did not ask if they were still drinking bottled water, but I did something I do not like to do, I gave him the name, phone number and contact person to speak to at the well driller I use these days. I told him what to ask about and offered to come out to his house and check things out and include his home in the batch of home tests I am taking for an HOA. I negotiated a discount from the laboratory for the group. It is irresponsible as a parent to ignore a water problem.

What Can A VAMWON Volunteer Do For You?

The Virginia Cooperative Extension obtained a grant from the U.S. Department of Agriculture’s Cooperative Research Education and Extension Service (USDA-CSREES) to restart the Virginia Household Water Quality Program (VAHWQP) originally launched in 1989. and establish the Virginia Master Well Owner Network (VAMWON). Not exactly an acronym that rolls off the tongue, but VAMWON volunteers can help simplify understanding the components of a well and private drinking water system. VAMWON trained VCE agents organize and conduct county-based drinking water clinics and serve as a local resource for clientele with household water quality concerns.

VAMWON volunteers and agents provide education to rural residents about private water system management. To help protect families who obtain their drinking water from private wells, Virginia now licenses water-well installers and has a series of regulations for private wells to make sure that new wells are properly constructed. In addition, the Health Department permits the wells. In Virginia private well regulations date back to 1990 and the Department of Health expanded the regulations in 1993. Prior to that only public water supply wells and private wells constructed during the installation of a new or repaired septic system were regulated by the Department of Health. However, the vast majority of the private wells in Virginia were constructed before the regulations and there is no requirement that these older private wells comply with safe drinking water standards.

Current regulations ensure that a well is built properly, but does nothing to verify that it continues to work properly and the water remains healthy to drink. That is the job of the well owner, and it takes some work and some knowledge which the VAMWON volunteers and agents can provide. Unlike public water systems, private systems are entirely unregulated; consequently, the well location, construction, testing, and treatment are the voluntary responsibility of the homeowner. As a result, many individual water wells have never been tested, and their owners are generally uninformed about water quality issues. The VAMWON volunteers and agents can provide information and resource links for private well owners and inform Virginians dependent on private water systems about water testing, water treatment, and system maintenance.

Poorly constructed and unmanaged water wells are a potential risk to groundwater aquifers that supply wells and the homeowners, farmers, and businesses that access them. Pollution of entire ground water aquifers may occur from failing septic systems, manure and fertilizer applications, mining, or other land uses. Individual water supplies may also be contaminated around the exposed well casing (wellhead) from surface water flowing along the well casing and/or from a loose fitting or absent well cap that allow insects, animals or surface water to directly enter the well. VVAMWON volunteers and agents are available to provide information on how to inspect a well , respond to questions from neighbors, present information at local HOA or township meetings, and hosting a booths at a county fairs. In addition, volunteers also educate neighbors through various media sources (i.e., internet, newspaper, and township newsletter articles). Virginia Master Well Owner

While the U.S. Environmental Protection Agency (EPA) regulates public water systems, the responsibility for ensuring the safety and consistent supply of water from the estimated more than 1.7 million private wells in Virginia belongs to the well owner. Owners of private wells are responsible for all aspects of water system management. These responsibilities include knowing the well’s history, testing the water quality annually (or more often as needed), and having the well system and its components inspected regularly by a well driller licensed or certified by the Department of Professional and Occupational Regulation, DPOR, and ensuring the maintenance and repair of the system.

The Virginia Cooperative Extension obtained a grant from the U.S. Department of Agriculture’s Cooperative Research Education and Extension Service (USDA-CSREES) to restart the Virginia Household Water Quality Program (VAHWQP) originally launched in 1989. The program centers around household drinking water clinics, which include confidential water sample analysis followed by a meeting where citizens learn how to interpret their sample analysis report and how to care for their water system and address any potential problems. The water clinics were restarted and the Virginia Master Well Owner Network (VAMWON) was established, patterned after very successful master well owner volunteer network established in Pennsylvania.

I spend this past Saturday at all day training in Charlottesville, Virginia to become a Virginia Master Well Owner volunteer. The Virginia Master Well Owner Network, VAMWON, consists of Virginia Cooperative Extension (VCE) agents and qualified volunteers trained in the proper design, management, and maintenance of private water supply systems (springs, wells, and cisterns). The day included training on a variety of topics pertinent to developing a unified understanding of private water systems, including groundwater hydrology in Virginia, water testing, routine system maintenance, and dealing with water problems.

Like many of others, my professional experience gave me insight into understanding the private water supplies, and the resource materials from the program (all available on-line) which I studied in advance well prepared me for the training. The opportunity to ask questions of experts and listen to other’s questions, see equipment and demonstrations was a great way to reinforce everything I learned. The best place for all homeowners with private drinking wells to start is to review the brochure “Ten Tips for Managing Your Private Well Water Supply.”

As a VAMWON trained volunteer I am expected to reach out to private water system owners in a variety of ways, ranging from speaking to local community groups and HOAs to informal discussions with friends and neighbors. We can provide information and guidance of where to seek the appropriate help and services to address a water/well problem.
